Blog: Free Financial Counseling Helps Jefferson County Residents Build Stronger Futures

Financial stability plays an important role in the well-being of individuals, families, and communities. Whether someone is working to pay off debt, save for an unexpected expense, improve their credit score, or plan for the future, having access to trusted financial guidance can make all the difference.

That's exactly what the Jefferson County Financial Empowerment Center (FEC) is providing through a partnership between Jefferson County Human Services and Community Action Coalition for South Central Wisconsin (CAC).

Since opening its doors on September 9, 2025, the Financial Empowerment Center has helped local residents make meaningful progress toward their financial goals. Now, after celebrating its first anniversary, the program is demonstrating how free, personalized financial counseling can make a lasting difference in the community.

What Is the Financial Empowerment Center?
The Jefferson County Financial Empowerment Center is a free public service that provides confidential, one-on-one financial counseling to adults ages 18 and older who live, work, or attend school in Jefferson County.

Through the program, trained financial counselors help participants develop practical strategies for improving their financial well-being.

Counseling services focus on several important areas:

  • Budgeting and money management: Understanding income, expenses, and spending habits to create a realistic financial plan.
  • Debt reduction: Developing strategies to manage and reduce outstanding debt.
  • Credit improvement: Understanding credit reports and identifying steps to build or improve credit scores.
  • Building savings: Creating savings goals and preparing for unexpected expenses.
  • Safe and affordable banking: Connecting individuals with appropriate banking services and financial tools.
  • Long-term financial planning: Establishing financial goals and preparing for future needs, including legacy planning.

Unlike financial services that may require fees or minimum account balances, FEC counseling is completely free.

Counselors work with each individual to identify their priorities and develop a personalized plan that reflects their unique circumstances.

A Year of Financial Progress in Jefferson County
In its first year, the Jefferson County Financial Empowerment Center provided 304 free, one-on-one counseling sessions to 102 clients throughout the county.

And the results tell an encouraging story.

First-Year Impact:

  • $417,641 in reduced non-mortgage debt
  • $135,468 in increased savings
  • 20 delinquent accounts closed
  • 17 clients improved their credit scores by at least 35 points

Behind these numbers are individuals and families taking important steps toward greater financial security.

As Meghan Mietchen, Executive Director of Community Action Coalition for South Central Wisconsin, explained:

"This data represents more than just a number on a report. It represents people who have been able to take steps toward greater financial stability. It represents monthly payments that may have become a little more manageable, goals that may now feel a little more attainable, and families who have been given a little more financial breathing room."

These achievements demonstrate the value of making professional guidance accessible to everyone, regardless of their financial circumstances.

Financial Guidance Without Judgment
For many people, discussing personal finances can feel overwhelming or uncomfortable. The Financial Empowerment Center is designed to remove those barriers by providing a welcoming, supportive environment.

Financial counselors understand that everyone's financial journey is different. Some clients may be facing significant debt, while others are looking to purchase a home, strengthen their savings, or simply feel more confident managing everyday expenses.

The program focuses on meeting people where they are and helping them take manageable steps forward.

"Talking about money can feel vulnerable, but by the end of the first session, many clients express a sense of relief, knowing they have entered a safe, non-judgmental space where they can work toward their financial goals," said Rhiannon Tonies, Program Manager for the Jefferson County Financial Empowerment Center.

Tonies also emphasized that consistent participation can help clients achieve greater success, with trusted counselors providing ongoing encouragement and accountability.

The goal isn't just to improve financial numbers. The FEC also strives to help individuals build the knowledge, confidence, and habits that support long-term financial stability.

A Community Partnership Making a Difference
The FEC also receives support from the Cities for Financial Empowerment Fund and numerous community foundations, financial institutions, and local organizations. Together, these organizations are working to expand access to financial education, resources, and personalized support throughout Jefferson County. This collaborative approach reflects a shared commitment to helping residents overcome financial challenges and create stronger futures.

"Every client comes to the Financial Empowerment Center with their own goals, challenges, and vision for the future. Our role is to meet people where they are and provide the guidance and tools they need to move forward," said Michael Luckey, Jefferson County Administrator. "The results from our first year show that when residents have access to free, trusted financial counseling, meaningful progress can happen."

The center's first-anniversary celebration, held September 23, 2026, brought together staff, community partners, and supporters to recognize the program's accomplishments. Two FEC clients were honored for achievements and progress toward their financial goals. Their success serves as a reminder that achieving major financial goals is possible with the right resources and support.

Free Financial Counseling Close to Home
One of the FEC's greatest strengths is its accessibility.

Jefferson County residents and other eligible adults can connect with financial counselors through convenient appointment options, including:

  • In-person appointments in Watertown, Jefferson, Lake Mills, and Fort Atkinson
  • Virtual appointments for those who prefer to meet online
  • Phone appointments for individuals who need additional flexibility

There is no need to wait for a financial crisis to seek assistance. Counseling can also help individuals who simply want to make better financial decisions and prepare for future opportunities.

Take the First Step Toward Financial Empowerment
Financial well-being doesn't happen overnight. It develops through informed decisions, consistent effort, and access to the right support.

The local FEC is helping to make that journey easier by providing free, personalized financial counseling to people throughout the community. Whether your goal is to reduce debt, improve your credit, build an emergency fund, or plan for your family's future, a trained financial counselor can help you identify your next steps.
